I.          Call to Order: A motion to call the meeting to order was offered by Dave McIntire. A second was
offered by Bill McDonnell. The meeting was called to order at 5:40 pm by Vice President Sam Mehta.

 

II.          Approval of WIB Minutes September 25, 2007: A motion was made by Phil Bramble to accept the minutes of the September 25, 2007 WIB Meeting as submitted. A second was offered by Dave McIntire. The acceptance of the minutes as submitted was unanimous.

 

III.         Welcome New WIB Members: Two new members were introduced.

Kevin Greaney of Oxford Commercial, LLC, representing Talbot County and Jim Krahn of Interstate Container, representing Dorchester County.

 

IV.        Performance Data: Annual federal performance data for Program Year 2006 was discussed.
Program Year 2006 includes July 1, 2005 through June 30, 2006. Data was reported for eight Common Measures rather than the seventeen performance standards that have been in place since July 1, 2000. USWIB performance met or exceeded the standards with the exception of Adult Average Wage. Youth literacy and numeracy was neutral due to the fact that no youth participants met the parameters for inclusion in the measure. A motion to accept the performance data and any awards was made by Royce Sampson. A second was offered by Charlie Sommers. The acceptance of the performance data was unanimous.

          

V.         Mobile One Stop Update: The ad hoc committee met on two occasions and will offer a recommendation in January. The topics that are requiring the most scrutiny from the committee are the operational plan and cost estimates.

 

VI.        Retiree Reengagement Data: Follow up data from the September meeting attempted to provide a profile of retirees in each county. Talbot and Kent County: affluent retirees, Dorchester and Caroline Counties: Social Security dependent retirees, Queen Anne’s: higher percentage of wealth generated by people working than other counties. The staff will continue to explore funding opportunities to implement a retiree reengagement project.

 

VII.       Youth Program Grant Application: Brenda Marzucco discussed a $5,000 grant application to Staples Foundation. The grant application is for an education component for economically disadvantaged youth involved in the USWIB year round youth program. Charlie Sommers offered a motion to approve submission of the Staples Foundation grant. A second was offered by Royce Sampson. The acceptance of the motion was unanimous.

 

VIII.       Fiscal Audit: The USWIB and its fiscal operation is included in Chesapeake College audit. The results
of the July 1, 2006 –June 30, 2007 audit showed no issues or findings relative to the USWIB programs. A motion to accept the audit was offered by Phil Bramble. A second was offered by Larry Effingham. The motion to accept the audit was approved unanimously.

 

IX.         NAWB Conference: A roster of WIB members scheduled to attend the annual National Association of Workforce Boards was discussed. The 2008 conference will take place on February 24-26 in Washington, DC.

 

X.         Annual Breakfast: The date of the Annual Breakfast was announced as November 30, 2007. Thomas E. Perez, the Secretary of the Maryland Department of Labor, Licensing and Regulation was announced
as the speaker for the event.

 

XI.         Adjourn: A motion to adjourn was offered by Dave McIntire. A second was offered by Royce Sampson.
The motion to adjourn was accepted unanimously.
