Upper Shore Workforce Investment Board Meeting

April 29, 2003

Meeting was called to order at 5:05 p.m.

Board Members in attendance:  Bob Brannock, Gil Cephas, Sue Cianchetta, Jane Conlin, Lynn Cusimano, Jeanne Ewell, Carol Hastings, Hoyt Heinmuller, Stan Hutchinson, Keith LeCates, Royce Sampson, Charlie Sommers, Dale Spencer, George Weeks. Other attendees:  Dan McDermott, Glorya Cowley, Melissa Mackey, Brenda Marzucco, Carolyn Smith-Kennedy and Beatrice Embrey from the Queen Anne County Department of Social Services.

Motion to accept minutes from the February 25, 2003 meeting as written was made by Gil Cephas, seconded by Carol Hastings and carried by all.

Grant Allocations:  After a review and explanation of usage for each allocation, Board members were asked to approve the application of WIA funds for 2003-2004.  Motion to approve was made by Keith LeCates and Hoyt Heinmuller and carried by all.

Center For Poverty Solutions are applying for an intermediary grant and are asking for a letter for support from W.I.B.  Motion to send a letter of support was made by Stan Hutchison and Royce Sampson and carried by all.

Incentive Proposals: Carolyn Smith-Kennedy presented to the Board a “Ready to Work” proposal that would be giving people that are not quite adept in the skills needed to successfully enter today’s work force.  Carolyn is asking for the Boards approval to apply an Incentive Grant for the program.   

Caroline County Department of Social Services and the WIB staff is requesting funding to employ two Retention Specialist to work with customers who need additional support in locating and retaining employment.  The funding is from

The state incentive award and the WIB was asked to provide a letter of support for the application.

A motion to submit application letters expanding the budget by $350,000.00 for both proposals was made by Bob Brannock and Keith LeCates and carried by all.

Focus Group:  A meeting will be held on June 27, 9-noon at Chesapeake College to discuss One Stop Services and WIA Reauthorization.  George Weeks and Hoyt Heinmuller will represent the Board; Jane Conlin DSS; Keith LeCates Job Services; Melissa Mackey and Brenda Marzucco WIA Act staff.

Black & Decker Update:  The situation at B&D continues to change daily.  The WIB will be asked to support a grant for Trade Act funds dedicated to paying for COBRA benefits for workers affected by the plant closing.  

Motion was made by Keith LeCates ad Hoyt Heinmuller to adjourn meeting with motion carried by all.  The meeting was adjourned at 6:47 p.m.  

The next meeting is scheduled for May 27 in room EDC-27 at Chesapeake College.
