Upper Shore Workforce Investment Board

Introductions

Errol Alexander and Beverly Churchill were introduced as two new members on the board.  They both represent Kent County Private Sector.

Minutes, May 2003

There was a motion by Keith LeCates, and a second by Royce Sampson to accept the minutes as presented.  The motion passed.

Officer Elections

The slate of officers presented to the board for elections were as follows:

H. Heinmuller, Chair
G. Weeks, Vice Chair
Sue Ciancetta, Steering Committee
Bob Brannock, Steering Committee
Stan Huchison, Steering Committee

The Members voted unanimously to accept the presented slate of officers; there were no additional nominations.  Mr. Huchison will be contacted when he is available for confirmation.

 

Budget Revisions

Administrative Grant:      $ 106,680
Adult Grant:       $ 244,304 
Youth Grant: In-School   $244,800,  Out of School: $115,200  
Dislocated Worker Grant:         $373,820 
Rapid Response Grant:         $250,000 
National Emergency Grant:

            additional $ up to $500,000

 The Members voted unanimously to accept all grants; revisions were accepted and approved .

New Grants

Disability Navigator

This grant from the Social Security Administration is to enable local service providers in Maryland to add a staff person to be an advocate for those with disabilities, and to “navigate” each organizations requirements and eligibility process for services.  The candidate would be required to travel throughout the five counties, and also cover the Lower Shore service delivery area’s three counties.  The grant can come to the USWIB, the College or the Lower Shore Workforce Alliance.  The position would be paid through the Lower Shore Workforce Alliance payroll system.  With discussion, the members accepted and approved the grant to fill the position of Disability Navigator.

Maryland Works Business    

This grant is from incentive funds awarded to the state of Maryland as the result of the state meeting performance goals.  The purpose of this grant is to target businesses who have workers with training needs.  The training funds would be awarded on a dollar-for-dollar match, and the business must be Maryland-based.  In addition, the business should be either a healthcare-based business or one that meets the cluster-based priorities determined by the state.  The Director asked for members to volunteer to identify a plan for these funds in the amount of $13,xxx, which can be replenished, based upon the usage and availability throughout the state.  The members accepted and approved the grant as presented.

Recession Restoration         

This grant is to replace funds that were rescinded from the dislocated worker grant last year.  Monies were depleted in the last fiscal year, and were replaced due to a reallocation of funds not used.  With discussion, the members accepted and approved the grant.  There was one opposed.

WIA Re-authorization

Mr. Corbin from LSWA spoke to the members about the efforts of the Upper and Lower jurisdictions to combine efforts in order to address specific needs and circumstances.  These would include where it would be feasible to hire joint staff for small projects, apply jointly for grants, work on rapid response efforts jointly, and share expenses for large projects.  

The Members agreed that this was a good collaboration and that we should continue in this way while retaining individual control over formula funds.

Facilitated Meeting Report

The Members met in June in a facilitated meeting with consultants in order to identify areas of opportunity for the USWI System.  An attachment details the final report of the consultants.  Mr. McDermott outlined a summary of the findings:

  • Training: The desire to move forward with a mechanism and program design for certification of workers who are employer ready.
  • Business focus:  efforts to use a cluster approach to designing efforts to target businesses who are growing in our area.
  • Collaborations when feasible between the Upper and Lower Shore.

Other Business

NAWD Forum two weeks later in March than usual: March 12-14, 2004; Members are invited to attend the Washington, D.C. conference in order to network and otherwise hob-knob with other Workforce Investment board members and professionals.

Two workshops open to Board Members: Customer Service and Solving Tough Performance Problems

USMBC/WIB Breakfast Announcement: Members were invited to attend the joint breakfast meeting held annually, this year on Oct 16, 2003.
